Frank R. O’Doherty is a retired Toronto Police Service Sergeant with 30 years of policing experience and extensive expertise in tactical operations, officer safety, firearms, use of force, crisis resolution, and police training. He served with the Toronto Police Emergency Task Force, including SWAT, sniper, hostage rescue, dynamic entry, high-risk vehicle stops, VIP protection, and critical incident response. He later became a full-time instructor and supervisor within the Toronto Police Tactical Training Unit and Officer Safety Section, where he designed, supervised, and delivered advanced training programs for recruits, uniform officers, specialized units, and instructor-level personnel.
Mr. O’Doherty has been recognized as an expert witness in matters involving gun and weapon-related police calls and has testified for the Crown in a murder trial. His background includes extensive experience in firearms instruction, tactical debriefing, active attacker response, crisis resolution, defensive tactics, less-lethal force options, and police use-of-force decision-making. He currently serves as a Police Foundations Instructor at Centennial College, bringing decades of operational, supervisory, and instructional experience to law enforcement education and expert witness consulting.
